eGAR is an electronic version of the Green Amber Red (GAR) model risk assessment tool used by the US Coast Guard.

Use a standard 6 category GAR model or a modified 7 category model with the risk level scale adjusted.
Ability to add comments to individual categories.
Forced comments for any score of 5 or higher if comments enabled.
