Any Cut allows you to create Home shortcuts to anything! Popular shortcuts like directly calling a phone number or sending an SMS are supported. To use, just long-press an open area in Home & in the menu select Any Cut under the Shortcuts heading.

Functional in ICS. I used this to add a couple settings shortcuts to my home screen. The app works fine in 4.0.1 but the settings icon appears to be cropped strangely.

Broken on ICS I love using this app but since upgrading to Galaxy Nexus and the app doesn't support the new screen resolution
