I thought it was suppose to track broadband usage, but it does NOT. Or at least I can't figure it out. Uninstalling. Won't purchase

Under Storage/System shows Total 200MB, Used 200MB, Available 0MB, but no details or explanation. Is it OK?

Causes Force Close (process com.android.settings) when trying to manage applications. Uninstalled. Works fine again now.
