Make and receive voice calls to other Google Talk contacts using only your data connection. No actual phone calls are made, talk minutes are not used. VoIP session setup is done using the XMPP/Jingle protocol.

Read instructions on the help screen within the settings dialog and the website.

It says it connects but it never get past the setup screen
