Hello Puffy,
You can use Barcode Scanner to scan those barcode. Scanning those QR Code with your phone will bring you directly to the market donwload page on your Android phone.

So, I'm using a device that doesn't have the camera working to scan the code... Is there a way to download the package (.apk file) from a PC?

so how does someone wanting to download apps obtain the barcode scanner? (the link to the barcode scanner app works but once I'm there I don't see any download button)
when you scan the bar code on the app what should happen and what should I see to indicate that the app is being downloaded?

When you scan the bar code and the app recognizes it, it should beep and offer to open a browser with link encoded in the QR code (and two other choices: send link by mail or send it by SMS).
Because the link is a market:// link, the market app will be opened and it will search for the app from the link. If you don't have the market app, it won't work. There are no direct apk download links.
If you need direct apk download links, you might have luck on the Official Website of some apps.
